Danni did you cover with plastic wrap and put a warm damp towel over that for both of the rises? I don’t know if it makes a difference for everyone but I’m higher elevation and noticed mine weren’t rising. I had seen this mentioned in either the tips or the directions and did it. Instant improvement. I also put the yeast in straight from the fridge one of the times I made it and had a similar problem even though all my other ingredients were warm. I’d suggest making sure your yeast and any of your other ingredients aren’t expired, letting it come to room temp before using and then use the plastic wrap and warm damp towel. Even being high elevation I didn’t need to cook longer than 20-25 minutes even with a propane oven which can cook a bit unevenly. Also make sure your oven rack is in the middle 😉
(I also substituted about 1/8 c of the flour for cornstarch since I only had all-purpose flour and they ended up soft. you may try doing a little bit of that?)
